What “Regulated” Means in Ontario

Ontario operates Canada’s only open licensed market for online betting. Three bodies define how that market works.

Regulator

AGCO

The Alcohol and Gaming Commission of Ontario sets the rules for gambling in the province, registers operators, and enforces compliance. A sportsbook brand must be registered with AGCO to take wagers from Ontario residents.

Market Manager

iGaming Ontario

iGaming Ontario is a subsidiary of AGCO. It manages the open market and enters into operating agreements with registered private operators. A brand is part of Ontario’s regulated open market when it is both registered with AGCO and has signed an operating agreement with iGaming Ontario.

Crown Operator

OLG

The Ontario Lottery and Gaming Corporation operates OLG.ca, a Crown-owned online platform. OLG predates the open market that launched in April 2022 and continues to operate alongside the registered private operators. OLG.ca is regulated separately and is treated separately on this page.

A Note on OLG.ca

OLG.ca is operated by the Ontario Lottery and Gaming Corporation, the provincial Crown corporation. It is fully legal in Ontario but operates differently from the private operators registered with iGaming Ontario.

OLG predates the open market that launched in April 2022, and it continues to offer online sports betting, casino games, and lottery products to Ontario residents under separate provincial authority.

OLG.ca is not listed in the directory above because it is not a private operator registered through iGaming Ontario. It is a Crown platform, and the directory’s scope is the iGaming Ontario operating-agreement list.

No. The Ontario Lottery and Gaming Corporation (OLG) operates OLG.ca as a Crown-owned platform under separate provincial authority. iGaming Ontario, by contrast, manages the open licensed market and the private operators that have signed operating agreements with it. AGCO regulates Ontario gambling overall, but OLG and the iGaming Ontario operators are two distinct tracks within that framework. On this page, the directory covers the iGaming Ontario track; OLG is covered in its own section above.

Are All Legal Sportsbooks in Ontario Listed Here?

This directory lists the private sportsbook brands registered with iGaming Ontario as of this page’s last update. OLG.ca is also legal in Ontario but is operated by OLG under separate provincial authority, so it is handled in its own section rather than the directory. Outside those two tracks (iGaming Ontario operators and OLG), no other sportsbooks are authorised to take wagers from Ontario residents.

Does Inclusion in This Directory Mean CBS Recommends a Sportsbook?

What if a Sportsbook Claims to Be Legal in Ontario but Is Not Listed Here?

That is a useful warning sign. A sportsbook authorised to take wagers from Ontario residents should appear on iGaming Ontario’s public list of operators. If a brand is not on that list and is not OLG, it is not part of Ontario’s regulated market, regardless of what its marketing suggests. When in doubt, do not sign up until you can confirm the brand on iGaming Ontario’s list or as OLG.
